Factoria Mall: its shops, T&T and the apartments to come
11 min read

These shops sit on low-rise properties near Bellevue’s border with Redmond that the city’s plan designates for midrise mixed-use buildings, and more restaurants continue west along NE 20th Street.

Bellevue Marketplace (1), with its food court, Asian Family Market and India Supermarket, anchors the street, and Spicy Popo is next door (2). Restaurants fill the smaller shopping properties west toward Safeway’s centre at 140th Avenue NE (5). Numbered from the Marketplace west, as on the aerial, with three more just past its western edge (7):
| Food stop | What its menu or sign features |
|---|---|
| 1Lunch on the Plate | Bentos on its menu board, including crispy fried chicken leg, roasted pork belly and braised Taiwanese tofu. |
| 1Dough Savor | Steamed buns, dumplings, wontons, pancakes and jianbing, the savory Chinese crepe (menu). |
| 1Lucky Barbecue & Noodle House | Hong Kong and Cantonese food: roast duck, barbecue pork, congee and wonton noodle soup. Open in Bellevue since January 2019, by its own account. |
| 1DE Mini Hotpot | Individual Chongqing-style hot pots, by its sign, ordered at a kiosk. |
| 1Asian Family Market | The grocery anchor, with a food hall alongside the market. |
| 1Supreme Dumplings | Soup dumplings, named in Chinese on its sign. |
| 1Nuodle | Noodle soups, pictured on its window posters. |
| 2Spicy Popo | Sichuan fish, the dish its sign names. |
| 3Donburi Station | Japanese rice bowls, including chirashi, tonkatsu and chicken teriyaki. |
| 4Shaoshan Impression | Hunan-style dishes, including sautéed lamb and braised pork. |
| 5Cho Dang Tofu | Korean soft-tofu soups, bibimbap in a stone pot and barbecue combinations, per its listings. |
| 5Frying Fish | Sichuan fish dishes, including fish fillets in pickled-vegetable broth, per The Infatuation’s review. |
| 6Dongbei Harvest | Northeastern Chinese food. |
| 7Dan Gui Sichuan Cuisine | Sichuan cuisine, by its sign; dry-pot cauliflower and mapo tofu, per The Infatuation’s review. |
| 7Royal Kitchen Seafood Restaurant | Chinese seafood, by its door; weekend hours from 10 a.m., closed Mondays. |
| 7Ramen Nori | Ramen, by its sign. |
Lucky Barbecue and Dough Savor are in the food court attached to the supermarket; Lucky Barbecue’s directions place it between Asian Family Market and Seattle Lighting. Driveways, parking lots and separate buildings break up the frontage, so this is a selection along the street. Addresses for the rows without links come from King County's inspection permits. Menu notes come from the signs, boards and door notices photographed on 31 October 2026, except where a row names a review or listing.

County health inspectors have visited more counters on the Marketplace property this year: Tang Bar on 14 October, The Northern Dumplings in June, and Sando by Fuji and Sum Yee Kae in the spring.

The county’s 15 October 2026 snapshot records 17 food businesses on the target Marketplace parcel with an inspection in the preceding year. Supermarket departments are counted together. The full dated record is under How this was checked.
The inspection appendix below counts every food business on the Marketplace parcel, including Indian groceries and other cuisines.
The city's policy is to keep small ethnic grocers in BelRed when sites like these are rebuilt; the code that would carry it out is still in draft.
The adopted BelRed plan includes a policy (S-BR-35) to “promote the preservation and/or relocation within BelRed of small ethnic grocery stores and food services.” The 28 October 2026 working draft proposes two incentives relevant to that aim:
| Draft incentive | What the owner promises | What it means for today's shops |
|---|---|---|
| Grocery exemption: grocery floor area is exempt from the floor-area limit | Keep the space a grocery for 25 years, on a recorded commitment | A grocery is kept, not necessarily today's grocer |
| Affordable-shop bonus: low-rent shop space earns the owner bonus points under the code's incentive system | Lease the space at the draft's affordable rents; a tenant the city finds displaced, or at risk of displacement, from BelRed earns 10 percent more credit | Optional for the owner; no shop is promised a place |
These are proposals in the Planning Commission’s 28 October working draft (the 14 October hearing draft reads the same on both incentives), not a redevelopment approval for Bellevue Marketplace. Both sites keep their BelRed commercial zoning today; the city’s adopted land use map calls for midrise mixed use there, and the draft does not yet say which new zone each parcel gets.
The Planning Commission's public hearing on the code was set for Wednesday 28 October 2026 at City Hall. As of 29 October the city had posted the agenda but not minutes, video or a recommendation, and the commission's schedule listed its recommendation for 13 January 2027. The commission recommends; Council decides whether to adopt the ordinance, and no Council date is set. Follow the City project page for subsequent materials and schedule changes.
West of this shopping area, the planned BelRed Neighborhood Park and the road proposed through it are a separate decision, which New Bellevue raised first.
Inspection baseline, not a confirmed-open census. The source is King County’s food inspection extract fetched on 15 October 2026. The table covers parcel 2725059039 only. Department names at a normalized street address are deduplicated with plat.food.census; recent means an inspection from 15 October 2025 through 15 October 2026 and no closure flag in the recorded history. The records on this target parcel contain no closure flag.
The marketed center extends beyond this parcel. Marketplace has several customer addresses: Asian Family Market lists 14515 NE 20th Street, Lucky Barbecue 14505, Suite N, and the center’s leasing page 14625. A center name, a shop address and a county parcel identify different parts of the place, so the map is for orientation, not a tenancy survey or a proposed-zoning map. The gold outlines follow the county parcels for Safeway, Marketplace and Fred Meyer, all three in Bellevue.
Bridle Trails and BelRed are both Bellevue neighborhoods. The aerial’s northern area is Bridle Trails; Redmond occupies part of the eastern edge. The Neighborhoods & cities view below adds BelRed’s neighborhood outline and the city limits, from the City’s GIS maps and neighborhood profiles. This neighborhood layer is separate from the proposed rezone.
Other groceries remain part of the area. Swagath Grocery & Restaurant, an Indian grocer, is across NE 20th Street from Marketplace. India Supermarket is also at Marketplace. The inspection appendix retains every cuisine meeting its parcel and date criteria.
Directory and rule details. Perform Properties’ listing advertises 113,758 square feet of owned gross leasable area and no available suites, but carries no inventory date. Those statements do not establish observed occupancy. Director’s Rule 03-2026 covers the code parts named in that July rule; BelRed’s draft calls for its own business and operating-expense definitions. Applying the July rule to Part 20.25D should not be assumed before adoption. The 14 and 28 October drafts leave the displacement-risk determination to the Director; this edition has not established whether another City document supplies a BelRed-specific test.
Zoning codes. The City’s zoning layer shows Bellevue Marketplace and the Safeway site as BR-CR today, and the adopted 2024 land use map designates them Midrise Mixed Use. The environmental checklist filed with the 14 October draft says BR-CR lots will become MU-M, MUR-H or MUO-H, and it publishes no parcel-level rezone map yet; MU-M is the match to the adopted map, not a stated assignment.
Merchant sources have limits. Featured descriptions come from the businesses’ own sites and menus. An operator’s menu and a county permit can use different suite labels. The page does not claim a firsthand meal, food rating or complete live merchant census.
Older records remain visible. Lunch on the Plate, Monga Cafe and Xiao Lu Jiang have older latest inspections in this snapshot. They are listed below but excluded from the one-year baseline. No closure is inferred. Permit spellings and dates are retained so that the record can be checked.

What this edition still lacks. Current street photographs, merchant interviews and leases; the page works from a 2023 aerial and a dated inspection snapshot. The City has not yet published a parcel-level rezone map.
Sources read on 19 October 2026 unless a snapshot date is specified. The downloadable inspection baseline records its snapshot dates and source hashes. The aerial’s source link identifies the original acquisition.
